Is this part necessary on Weber carbs?

I am rebuilding a set of Weber 40 ida. Is #25 necessary? When I took my carbs apart, one side had the part and the other carb did not. If they are needed, where can I buy one?

Yes. Very necessary for proper diaphragm function. From PMO
