Mystery component on '69 engine.

What is this component called and what does it do? It connects to the rpm transducer on the engine bay wiring and physically to the carb throttle linkage.

Looks similar to the dashpots used on late '60s American muscle car carburetors. The purpose was to slow down the closing of the throttle plates to reduce emissions and propensity to backfire. What's interesting to me though is that this one has an electrical component to it; the ones use by GM were just a dashpot.

Is the electrical circuit a feedback (ie idle switch) to the transducer? Or is it a control circuit using input from the transducer to open/close a valve that controls the vacuum line?

That's a good question! The wiring does run to the RPM Transducer. Is it original to the car? Do I need it?
