Well, I hate to dissagree, but the 16s on my car are not. Hard to see in this pic, but there is nothing touching the inside edge of the wheel. It just flat against the hub. Anyway the dust cap would hit the wheel first anyway.
In fact, if you look at the hub on the left in the post above, you will notice the dust cap is the largest diameter facing the wheel.
