As far as I understand it Nostatic has it right. I remember when these first came out in the early 80's when I was living in Germany, their stated purpose was to have the rescue crews do a double check for a baby if they don't find one initially. Sometimes those little things go under the seats or similar small places large size people aren't likely to be and could get missed in the rush.
It does seem that most of the time people buying these missed this use and instead they get used as excuses for bad driving: "Even though I'm driving like an idiot you can't hit me because I have a baby on board. Are you going to try to kill my baby?" I'm glad we don't see those around so much anymore, too.
