They basically just screw together. Takes some care. You should have a pair of them and I think they are left and right handed so you need to make sure they are correctly paired with their partner. There should also be a bearing, set screw and spring that locks the handles into place and the bearing nests in the small dimple in the part that has the screw holes and mounts to the Targa bar. The other small threaded hole in the same part is for a nylon/plastic disk that is has the center hole slightly offset and it is used as a stop to make sure the handle doesn't open too much allowing it to come apart from the mount on the soft window frame. The offset screw allow you to rotate the disk and change the stopping point for the handle.
