Yet another sway-a-way spring plate question

I'm installing Sway- A- Way adjustable spring plates on my '73 911.
This question is about the hardware included in the kit.
The M10 bolts are 7 mm longer than the stock bolts that came off the car. There are also eight spacers, for these bolts. The spacers are 9mm thick.
Finally, there are two black polyurethane spacers 74mm od, 55mm id, 8mm thick, with one rounded side. These last items fit perfectly inside the outer torsion bar cover, filling the rounded area and creating a flat surface, presumably to receive the flat surface of the outer bushing.

I assume these items are designed to be used together, but the black poly spacers cause the outer bushing to protrude about 12 mm beyond the flat face of the cover. Using the bolt spacers to compensate results in a very loose fit of the cover.
Not using the bolt spacers would appear to create a too tight fit.
Of course, none of these extra parts are mentioned in the instructions.
Has anyone else found these bonus parts in their spring plate kit?
Can you advise me as to their purpose?
