infinite is open.
the meter may show OL for this.
a short or closed contacts should have a "." like 00.40 or 0.60 or 1.2.
see if the switch is adjustable. it may rotate.
there may be a small throttle stop adjuster on the TB. this should not be messed with. if someone did use this to "raise" the idle that would explain why the switch is not working.
