If the ICV keeps running the DME is powered. Either your ignition switch (no likely as it would prevent you from shutting the engine down) or the DME relay is bad. My guess is a fused-shut 1st stage of the DME relay.

With the ICV running pull the DME relay and listen/feel carefully if you feel it click. It probably won't. If that stops the ICV get a replacement DME relay.
