87 528e Sparks work Injectors don't

I am new to this site and looked back at all the threads to see if my problem has already been addressed, no such luck so I hope someone can help. I just bought a 01/1987 528e automatic. It starts right up on starter fluid but dies as soon as the starter fluid is consumed. Thought it just needed a new fuel pump the tank transfer pump works fine. I put in a new fuel pump and filter. The short of it is the injectors aren’t spraying. I put in a new main relay, it clicks one time when the ignition switch is turned on and clicks again when turned off. Is it supposed to click? I took off the fuel pressure regulator and it sprayed when I disconnected it from the frame rail appears to have good fuel presure in the rail. I tested #1 injector as per Bentley book and was within specs. With the ignition switch on the #1 injector harness connector shows 12.7 volts on the red/wt wire and 12.7 volts on the brown wire also, is this right? Also the cold start valve doesn’t spray.
