I'd learn to GIMP before I learned to Photoshop.
Only reason I say that is because GIMP has almost the same functionality of Photoshop (in some cases better), and it's free (GNU public license). A legit copy of Photoshop is quite expensive. I found GiMP for my Mac (haven't gotten it for the PC yet), and I'm starting to dabble. It's available for all platforms, just do a google search, and don't pay anyone for it.

I don't have a license for Photoshop. Use PAINT.NET, it's free & downloadable here.
