I have a '94 325i and the heat works on 1, 3, and 4, but 2 just blows the same speed as 1. Do you think this is the blower resistor?

It could be the resistor or the control. Best thing to do monitor the signal from the switch tot he resistor, when you switch speeds, voltage should change. If it does, replace the resistor.
