With the Poor Man's Version does this mean only the instrument cluster needs to be removed, and not any portion of the steering wheel? Also, does this still require creating the miniharness?

Yes, the poor mans' version doesn't require putting the switches on the steering wheel. You still need to wire it into the back of the cluster though.
