Checked the voltage at the bulb socket at zero. Other lights work OK. As mentioned above, I took the assembly out and hot wired it with 12v and all lights worked OK including right brake light.

You most likely have a wiring issue to the light. I would run a test wire from the switch splice for that light to the light, if the problem is fixed, run new wire permanently. Cut old wire at light once new one is run.
