This is a very good idea. In fact, some of our NoVa Pelicanheads recently developed a DC metro area board to serve our local needs and wants. It's here: http://www.dorkiphus.com/porsche/

It complements as opposed to competes with Pelican. I hope some regional issues continue to get posted on the main board, particularly because ideas for events that originate in one region often get adopted by other regions, as you know. Some of us were half-heartedly bemoaning that we now have an extra board (NoVa/DC/MD) to follow. Looks like we now have to add another to the list.
Really, the more the merrier.
