2008 mcs r56 cts issue

Fan runs constantly, changed coolant temp sensor, no change, changed map and maf sensor no change
Measured voltage at plug and ecu terminal 32 and only 3 volts.
Is this correct or should it be 5v
Continuity through wire live and earth.
Bit stuck now 14v at battery.
Can I take 5 v from else where to test. If so where?
Hidden menu page 7 cs mom just reads *****

Any chance you have the plug swapped on the CTS? The wrong connector on it and you will have fans running all the time or if you have a broken wire. How many wires are going to your CTS?
