Can anyone tell me if this is my engine cover gasket that is causing oil to leak out

It certainly looks like a valve cover gasket problem. Usually you look for leaks at the highest and farthest forward point where you see oil on the outside of the engine. Gravity usually pulls the oil down, and air moving past the engine usually pushes it back. So unless there is pressure spraying the oil, or it is getting slung off something that is moving, the source is generally near the highest and farthest-forward place you can see the oil.

It is not unknown for the valve cover gaskets to leak. Sometimes the problem is the valve cover itself.
