High Idle Speed

Any idea why my R50 Mini (2005 CVT) has a high 1200 rpm idle?

Per Bentley manual, it is supposed to be 750 rpm. I read about an "Idle Speed Jack" feature wherein the ECM reads a low voltage and jacks up the idle but am not sure where to even check this. I'm guessing I should be checking OBDII codes, voltage on pins 39 and 80 on the X6000 connector, or grounding points on left side of engine?
