O2 Sensor Replacement

I just replaced both O2 sensors on a 2002 Mini. There were no problems, I replaced them because the car has a lot of miles and I don't know when and if they'd ever been replaced. Testing it afterwards, it set a P0130 code (front sensor function). So I swapped the sensors front-to-rear and rear-to-front. It still sets a P0130 code for the front sensor. I checked the continuity of the wiring from the front O2 connector to the DME, and there are no problems, but it keeps setting the same code. Any ideas?
