I see that Mini wants to charge us ninety minutes of labor to run their Mini Scan Tool and reset the battery registration. Pelican Parts sells regular ODB II readers as the "Mini Scan Tool". Can I just reset the battery registry using an ODB II reader I already own? How would I go about doing that?

No, you need an advanced MINI scan tool. An ODBII tool will not work.
