2007 mini n12 with P0015

I've been chasing this problem for a few months now...P0015 comes with a sputtery idle. I've replaced the chain guides, chain. Timing tool was used to set timing and has been verified multiple times. I've inspected the vac pump, swapped solenoids and sensors front to back and nothing seems to change it. once its happened the exhaust cam will not be in the right spot when the valve cover is pulled. If you use a wrench you can move the cam back to be aligned with the intake cam. I also swapped the cam adjuster unit with a working used one but no change as well. I'm about out of options and hoping someone suggests something that I'm missing. I am attaching a pic to show the cams when code is present.
