Here's my last and best guess...
 
Something to do with multiple cables. The SS makes me think of some kind of commercial fishing trawling gear. Otherwise, and on the same principle, a type of tie down requiring multiple cables possible with some kind of net being involved for irregularly shaped cargo.

Who knows, these may be one-offs.
