Issues getting into off topic forum

Started yesterday on my laptop computer , when I try to get into the off topic forum I get a message that states it is down for maintenance . But I can get into it via my phone which is what I am using now. My laptop is a Windows 10 operating system . I think the last time I had this issue I had to " clear something " but don't remember what that was . Help please .

Rick I'm having the same problem. My bookmark was taking to the "we're down for maintenance" message. I got the OT thread through the website then made a new bookmark.
