cant seem to get anyone to come out and give me a price.
I sheet rocked the entire room and was going to let someone else mud it but I gave up and just did it myself.

scraping is still an option but I don't think I am up to all that ceiling work.
If the existing ceiling is not painted, you can mist on water from a spray bottle, wait a few minutes, and it will scrape right off. If it's painted, water will not soak in, and it will be tough. In that case, I've used a sander with dust collector.

You can match that close enough. Thin some spackle to the consistency of frosting, lay on a very thin layer. Then pull it away with plastic or a flat trowel.

The appearance of the stomp depends on the consistency of the compound. If you add water and thin the compound you'll get a lighter texture than you will with a thicker compound. In your picture it looks like a crows foot brush was used to stomp the ceiling not a mop. When I was finishing the marriage line in my manufactured homes I'd use a double crows foot brush then thin the compound, then apply some to see how my texture looked compared to the original. Once I had the compound thin enough to match the texture I'd dip the brush in the texture and start stomping!
