My dad was in the Air Force. He traveled a LOT for the Air Force, and they often took civilian airlines. They had to stay in Vegas back in the mid 1960s, and the hotel was right at the airport. He kept the price list from the hotel that listed the room rates by the hour, and he hung it up in the garage. The US Air Force had booked the room, and they wanted the cheapest room possible, and they got it.
