Braden DeMartin, 22, the driver, and passenger Daniel Foley, 23, both of Toms River, were killed in the spectacular crash Nov. 10. (The presence of THC in the driver’s body, however, has not been shown to be a reliable measure of impaired driving, according to a National Highway Safety Administration report.) Billhimer said the results also show that Foley, the passenger of the vehicle, had a blood alcohol level of .087%.
