Therein lies the problem though. Politicians just put folks that made $99K or couples that made $194K in 2018 on income-based social welfare (even if they made $400K this year). At the same time, they did not give a penny to folks that made 100K or couples that made $200K that made $40K this year. Basing it on 2018 was easiest, but not entirely the best way to do it.
Also, they used the same qualification level for those living in Manhattan NY as Manhattan Kansas. $100K is not a high salary in NY, but it likely is in KS. Similar, both get the same incentive...which goes much farther in KS (more hookers and blow). Should have either given it to everyone or simply increased unemployment to a higher percentage of pay (before layoff).
