Here in Australia, we call that 'rebirthing'. It's illegal here. So the vin won't match the chassis plate?

You need to provide a bit more context...which state, and what exactly was done.
Was the main VIN swapped? If the 'changes' are disclosed, then the real issue is whether or not he vehicle is street legal. If I owned a car that was not 'VIN correct', I would not really care, on the assumption I never had to sell it. When people start switching bodies and rebuilding cars entirely, I find the VIN thing a bit sketchy. What's the VIN really attached to?

I think the mftrs are allowed to do it.
(Toyota with the taco frame recalls. Porsche with 911#1) Other than that, there might be some state procedures to do it correctly, if it's allowed at all.

In CA you cannot remove a chassis number, stamped or riveted. If there is no chassis VIN the DMV can provide one if you have ALL the paperwork. If the vehicle has a separate frame and body, each will have a number with the body number being used as the VIN. Sometimes you can't even get to the stamped chassis (frame) number.
When a complete front clip is used to repair a 911 along with the donor VIN, all that is noted in the presumably salvage title because the rest of the car is still the original car and the windshield riveted VIN and dashboard build number are still the VIN for the car. No moving these pieces from one vehicle to another. |

Thanks all for the responses. Here is the car in question:

Seems like a pretty sketchy situation to me and I wonder how he was able to get a 'clean' title to the car involved. I know it's always been a 'problem' with Porsche's as my brother once had a 356 that had three different numbers on it, front, rear and middle. This Sunbeam doesn't seem to be the same situation though. I'm also wondering what problem selling/advertising such a car could cause BaT possibly.
