Water return pipe on pump
I live in New England so freezing is a consideration. I have a sump pump in my bulkhead. The hose off the pump goes vertical for About 5 feet then runs out into the yard. Should I have the return valve near the pump or somewhere else. Seems near the pump to me but then freezing might be a concern with the water left in hose. Maybe I am over thinking this. Need help from the wisdom of the board.

If freezing wasn't a consideration, I would probably install a check valve. However given your situation I would put up with the quart or so of water draining back into the sump. Empty hoses don't freeze.

What oldE says...and make sure the outlet runs downhill continuously.

If by “return valve” you mean check valve? Yes it needs to be on the vertical within a couple feet of pump. It’s purpose is to stop water going backwards through pump and causing impeller to spin wrong direction
As far as your discharge line freezing yes it will if it is not graded downhill allowing pipe to drain
