So you can rebuild your transmission but not the motor.

You can perform "smog inspection", but you have to use a hand or foot pump if you want to put more air in your tire.

I think a bunch of idiots wrote this.

Well of course it was. Idiots= Elected officials. Elected officials typically means an over educated I know better than you lawyer type that doesn't have the ability to change a roll of toilet paper.

Parts of this law/ordinance conflict with parts that are permitted. If you can't have a torque wrench then how do you torque the bolts after replacing the disks on your brakes, which are permitted? In addition if air compressors are banned then you can't use your air-nailer to make repairs to your wood projects such as trim in your house, build or repair a new shed, put on a new roof or siding on your home or put air in your tires. I guess putting air in your tires is a major repair and banned?

It would seem to me a torque wrench and a compressor are common tools in most garages? What if you do your own boat repairs and your boat has an inboard 5.7 (350) and your buddy has a 7.4 (454) Crusader. What about lawn mower repairs then those tools and repairs are OK?

If torque wrenches and air compressors aren't typically found in a home I'd be in big trouble. I have at least two of each.

Okay, after reading the link it seems they want to prevent repairs that leave the vehicle inoperable for longer than 24 hours but typical maintenance like brakes, oil changes etc are allowable. I don't know how many folks this would effect in general but it's still not right.

“Furthermore, this kind of activity increases vehicle traffic and the visual impact can negatively impact property value.” Oh... the unsightliness of it all! How can I enjoy my caviar while the neighbors are wrenching on their car?

This is crazy! I feel for my Sacramento bredren.
I agree on enforcement and lots of gray areas incl. contradiction, but all it takes is a whistle blower neighbor.

This paragraph caught my eye as well:

This actually passed? The guys (lacking testicles) who actually wrote this most likely never worked with tools in their lives.

I live in a gated community and have a compressor in my garage. When I use it I doubt anyone can hear it over all the leaf blowers which can generally be heard all day long. Of all the things these “law makers” could be doing to help the community, this is how they earn the tax dollars they’re being paid?

I think the perpetually cranky self-appointed neighborhood narcs with their city code-enforcement-on-speed-dial types got this one through. The self righteous language is what's unusual. When county ordinances include preachy text in order to "justify" what they know to be an extreme legislation, you know it's bad. This means that Sacramento is a safe city for the kinds of residents who call City Hall when you over-water your lawn, or use a charcoal barbecue in your backyard.
