California state employees
Many hospital systems
VA employees
Military Times reports Armed Forces requirement as soon as Sept 1st. When full approval is granted.
NFL coaches and staff. Unvaccinated players subject to strict protocols and testing. Fines if protocols are broken. NFLPA has agreed with protocols and fines.

Many millions cannot get the vaccine. Allergic reactions or other medical reasons, religious beliefs. They are only protected by others being vaccinated. My nephew is one with many allergies. He nearly died from an antibiotic as a baby (ear infection). He has yet to be vaccinated. He may get the Novavax when it gets it's EUA.

Breakthrough cases are generally mild and viral load should be far less than an unvaccinated person. Not enough current data to prove if that is the case.

Reinfection with the delta variant is so far not deadly to the the vaccinated, but it can make us sick. I don’t want to get sick for no good reason. So yes, make the deniers stay home and watch Fox. Let the rest of us go about a normal life.

To answer the OP, businesses should not be prohibited from requiring vaccination of employees or customers. Vaccine “passports” should be legal in every state.
