Many/most of us have probably heard the story about a guy that gets pulled over by a cop for speeding, and eventually tells the cop something like, "I'm desperate to take a dump" while looking like the guy's straining. And the cop lets him off instead of giving him a ticket.

I'm guessing that often times when cops detain a drunk person, the suspect has an urgent need to urinate. I'd guess the cops don't just permit him to unzip and water the grass. So the suspect's pants get wet, I think. And the cops are both disgusted and amused.

I read that as “caps himself “. I was living in a small town where murder/homicide was rare.

Local gets into a police chase in town. Caps himself and runs (posthumously) one of the 5 stop lights in town and crashes into some college student. College student was okay.
