We had a neighbor in our other house that had a dog that would not stop. We bought one of those 120db sound activated ultrasonic horns. Every time that dog barked it yelped and ran 6 blocks down the road.
For our beagle, the citronella collar worked until he got to fat and it would not spray his face. The bad thing on those if you have two dogs, the other dog would get in his face when he annoyed her and she would set it off on him.

I tried a citronella collar with my dog and it worked like a charm. He got sprayed only once but that's all it took. Now, all I have to do is show him the collar and he stops barking immediately. Sometimes I'll just say, "Want your collar?" and he'll stop.
