Strange Android phone behavior

I'd recently erased all recent calls and messages on the flip phone (had 100 each stored) because the phone battery was discharging too quickly within days instead of a week.
Also did a hard reset by removing the battery and pressing the power key.

So I got a call this early a.m..
The phone identified a neighbor's number and I thought they needed help.
(it was a brief ring instead of the regular longer one.)

I clicked "ok" "ok" to automatically connect to last caller per the internal phone memory menu system.
I rang that number but there was no answer for a couple of rings.
I hung up.

Then the last number received changed on my phone.
It was an overseas contact instead of my neighbor.

So somehow I ended up calling my neighbor in the middle of the night because of an international text which could wait..

I have a 'droid, and have no clue ..... Cabman was my phone tech guy .... I'm no help .

But my mom was having some really weird stuff happening on her Iphone a few months back that was similar... never saw it first hand tho' on her phone.... it ceased after a few months (with no changes/updates to the phone)..... had me stumped... and Cabman was poof ... gone!

I'm not a phone guy, but am not a total tech idiot either .... like mom

I use an old Note 8. For a while now when I want to post a comment on a YouTube video my keyboard doesn't work right away. After tapping and tapping, it finally starts working and this is only with YouTube, very odd.
