What is this tool?

Found this while cleaning the garage...don't have a clue what it is, or what it is used for.

There is a spring-loaded locking arm that engages when you close the pliers, designed to prevent the pliers from opening unless the locking arm is released.

Also, there are red plastic boots over the tips; not sure if they stay on or come off when using the tool. The tips are riveted to the main arms with thin spring steel, and can be bent to grip the workpiece (penny for reference).

No markings, numbers, symbols at all.

WTF is this thing?

Kinda looks like transmission lock ring pliers, but I don't know what the spring steel holders would be for.

Almost looks ideal for holding two pieces of wire together while you solder the ends.

Intresting. I usually use the helping hands clamp tool but it would be nice to have something like that in certain situations like dangling under a dashboard. The tool looks pretty heavy though how well does it clamp when dangling?
