Why does a 'pod cast' play on an iPad...

but not on my wife's desktop computer?
Not sure it's even a pod cast, it's a 'live' quilt show from a San Diego quilt shop that my wife watches on a regular basis. On her tablet (iPad) it worked fine. iPad died and her new one won't work without shutting off periodically (we're getting a new one today) so she went to her desktop to watch. It doesn't play without stopping for the spinning arrow. I've got her watching it on her old old iPad which I use now for texting mainly. It is playing on it.
What gives?
The desktop is hard wired to the router so it can't be that, right?
It's a Dell desktop with 16gb of RAM.
What do I need to check?
Thanks for any help. This crap is getting old in a hurry for me.

You and the missus just aren't getting a break with tech these days!

Try a different browser and make sure that the browser that you're using is up to date.
Open whatever app shows CPU, memory and network utilization while trying to watch it on the PC and see what happens (CPU spikes to 100%, memory spikes WAY up, network utilization drops to 0). On a Mac the app would be "Activity Monitor". I'm not sure on a modern Windows box.

My guess is that there's there's a software issue (some bit of software is using all of the memory (seems unlikely with 16GB, but it's possible), or maybe the app that you're using is causing the CPU to spike while streaming. Or maybe there's something about the PC that is causing it to have issues with the streaming despite being hard wired.

Assuming it's an option, you could even try unplugging the PC and using wifi to see if the behavior changes. Wired should be better 99.9% of the time, but there could be an issue that's specific to the wired NIC.

Outstanding! Did someone figure out the actual cause of the problem with the old one or was it "we've got no idea, so we'll just give you a new one and hope it's better?"

We ordered a new one and it was delivered. I got it unpacked and told her we're going to charge it first without using it while it charges. Then I set it up similarly to how I did the other new one, but, I didn't do it with the 'proximity' thing of getting stuff from the old old one. Once it did boot up and she logged in, it said it got all the info from somewhere and would be just like the old old one was. It didn't update the OS like first new one did. It also didn't have all her password files either, so she one-by-one went to the different sites she uses and got on them. So far, the newest one hasn't quit once and is working better than the first new one.
We still haven't wiped the old old one yet and I still would like to see if I can save it by getting the charging port thingie out of the port so we can charge it up again.
So, no, we don't know what the problem was with the first new one we got. We'll wipe it and send it back later this week after the second new one proves itself unproblematic.
