My understand is only certain Federal employees could skip Social Security and Medicare taxes. Of course congress exempted themselves and set up much better (for them) plan.

State and local government employees who are covered under a public retirement plan do not need to pay twice by paying into Social Security. So for over 30 years I didn't pay into SS. and I don't have the minimum 40 credits to receive any SS benefits.

The good thing is you'll be able to get both your Pension and your SS benefits.
