Lower CG and less wind resistance will win every time with WR being the more important of the 2.
Maybe they don't want to go any faster!

Gravity racing is a valid skill to improve maintaining momentum.
In the book Twist of the wrist they discuss racing from the top of a hill with the engine off.
Coasting to the bottom. Whoever touches the brakes loses.
Racing in a 3rd world country on modified taco carts dry humping each other not appealing at all.

Creating wind resistance can sometimes be useful in racing too. GP motorcycle riders will sometimes extend a leg and sit up higher to scrub off some speed for high speed corners.

This reminds me of my brother. When he first got interested in luge, they took a luge sled and put wheels on it. Then would go down big hills in the neighborhood to practice. Not much snow in Atlanta, so they had to do what they could. If you’ve never seen a luge sled, there’s no steering wheel or brakes, and you lay down on your back, feet first.

Just like this:

That is newer and more advanced bodywork than I had.

That's how it looked in 1985 at Riverside going into T7.
