Fred, they are very handy for doing anything in a tight spot. I use it at 80 psi, could go higher. One thing you would want to know is there's not much torque so cutting at 80 psi requires some patience. 100 works better but still need a light touch on steel. Burrs or brushes or sanding heads it's fine.

Some of the heads I use. Most of the shafts are around 3/8 inch so only a few mm of shaft is showing when inserted. But I think you could have a full 1/4 inch showing the shaft wouldn't bend.

I have a battery powered Dremel, corded Dremel, flex shaft, etc. and more Dremel attachments than a Kitchenaid: Two critical points are eye-pro and slow-pro.

Let the Dremel do the work. They shrunk the tool, they didn't shrink the job...

The best tool would be a nice high intensity cutting laser light. Not easy to get ahold of for a reasonable price.

A Dremel is the easiest option for a small project like that. Just wear eye and ear protection.

I think a respirator is in order. Sounds like the dust is really bad. My son is a welder but unfortunately doesn’t have own tools.
