Hmm. Since this is on service side, is it possible utility company installed?
Also, I have seen a signal over power line for a lan bridge. Could this be a type of antenna for the utility company to do drive by reading?

The remote feature would be part of your meter.

Very unlikely that the utility installed that device, I would guess it was the previous owner.

That is a sub-panel?

I've never seen, nor do I see how it is legal, to have something connected like that unprotected by a breaker.

As for legal, a walk thru my central Florida neighborhood most of the houses have it !

I also question the safety of that was broken off, and shorted or touched!!!
