I've never seen Jesse James without makeup.

Or else I don't understand what you mean!

Further to the Walmart experience, I'm still working through it at the moment but It reminded me to ask:
In America do your vehicles undergo a regular (annual) examination for roadworthiness, because just on the Walmart car park evidence alone, there's a load of cars on their shouldn't be on the road

Here we have the yearly MOT (Ministry of transport) check at certain garages

it fails= you can't use it your caught its a fine/points on you licence or possibly confiscation and destruction of vehicle

Each state decides whether it wants to have a yearly inspection system. Many that used to have it, found it was not worth the hassle and expense, and was... many times... abused.

HOW IMPORTANT IS THE YEARLY VEHICLE INSPECTION?

Each year we take our vehicles in for their yearly inspection. For less than ten dollars a certified mechanic will look over many important items on your vehicle to see if it is safe for you and others to continue driving. In most cases it is treated like going to the dentist. You don't like to do it for they may find something wrong that will be real expensive to fix.

So what do most people do? They find an inspection station where they specialize in paper hanging (putting on a sticker without doing the work). There is a serious problem with this! What if there is something major wrong with your vehicle that could place your life in danger? Instead, you should find an inspector that will do all the work and do his best to find any problems. Who wouldn't want to repair any major problems before they become serious and life threatening?

To pay someone for not doing the work defeats the system and is fraud. Plus, it puts both you and others at risk. I wouldn't want to be a passenger in your vehicle if it has never been checked for wear and damage. I don't want to be a part of your test to see how long a vehicle can be driven without service.

So would I be correct in thinking that as here,
when a vehicle is stopped because it 'looks wrong' it often has no insurance or (in our case a tax disk

(laughably described) as Road fund licence, for the upkeep our road system

Here, when a vehicle is stopped for any reason, the officer asks to see 1) driver's license, 2) vehicle registration, and 3) proof of insurance.

Registration is what shows whether one is up to date on paying property tax on the vehicle. Some states may not have property tax on vehicles... I don't know. In South Carolina, the stickers seen in the lower corners of the license plate also indicate if the vehicle taxes and fees have been paid:

Proof of insurance shows you have a current insurance policy on the car.

Fines are imposed and possible vehicle impoundment may occur if one's vehicle is not insured.

Speaking of license plates, in SC, we have wayyyy too many "special plates"... it has gotten totally out of hand, IMO... they say it generates revenue, but I don't know... I guess the labor to produce them is relatively cheap (prison inmates), but the design and approval process has gotta be fairly expensive... check these out: SC Department of Motor Vehicles
