Thats a baffling collection of plates, I won't pretend to understand how they are worked out.
here we have since 2000' this sort of plate, you can order something vaguely personalised or 'cherished' with your initials and birth year maybe, from the DVLA
(Driver vehicle licencing agency)






There's been something of a crackdown on letter spacing and [text but thats less to do with eyesight of the police, and everything to do with roadside speed cameras to collect revenue.
I would say however that the ANPR
(auto num plt recog system) fitted to many police cars now is a good idea, it scans passing cars and alerts police automatically to a car not insured on a national insurers database.
Its not foolproof, but picks up cars without, and therefore without RFL & MOT
as these are more likely to be used in other criminal activity (apparently)
