I'm guessing it has something to do with a wind machine for making movies. By the age of the truck, it must have been used for "Gone With The Wind".

Or an old test rig for props.

That appears to be a vintage V-12 aircraft engine, probably Rolls-Royce or Merlin? Note the muffler/exhaust under the front bumper. I would suspect there is a "regular" motor under the hood to just move the rig around without firing up the main engine. I like the rear-opening doors, too.
