I cannot remember my engineering studies, but if memory serves correctly, the amount of water that pushes against the wall is only effectively 3x the height of the water. Further away from that and the water only "pushes" down and not actually against the wall.

I've seen that movie a while ago. It's not LaStrada/TheRoad.
Something about a circus, tightrope, somebody takes anothers place and falls, but there is no safety net, etc iirc.
