Location: Placerville, CA.... You know, the only place on Highway 50 between Sacramento and Lake Tahoe the you find signal lights. Above the fog most of the time and I can see the stars of the Milky Way 8 out of 10 nights. Kinda cool.....

Let's paint a picture of the whole screen before we pass judgment:

Embedded UC/LEO in a hostile crowd to monitor and report activities due to previous reports of property damage and injuries to the public caused by riotous crowds. Besides, in that situation, does it really matter? Holding a subject down while holding a hostile crowd back is a lot to do at once. Most people have a difficult time driving and listening to the radio, let alone deal with a potential life and death situation. Until you yourself(general reference intent) are faced with that type of situation, just keep in mind there is much more to the situation that what a single photo can depict.
