To shield his eyes from another loss. Goggles are just a part of their tactical gear to protect their eyes from foreign objects/irritants.

Location: Placerville, CA.... You know, the only place on Highway 50 between Sacramento and Lake Tahoe the you find signal lights. Above the fog most of the time and I can see the stars of the Milky Way 8 out of 10 nights. Kinda cool.....

They would not use a K9 if it had bad eyes...

So these are to protect the dog when they are watering the hippies.
or in military context, protect against other things that fly around during live fire, like 5.56 brass

I did not say they would, they were developed for the military but do have civilian applications as well.
