To "give pause" is to stop and think about .....as this person was an expert you might say on administering capital punishment and had extensive experience in the field. So his words have some weight which need some thinking about.

An expert in knots and stringing people up most certainly, familiar with those about to be hanged most certainly.

But by the nature of things his clients would be those not deterred by capital punishment.

I'm not sure if there is anyway to establish how much of a deterrant it is. Some might consider a long prison sentence to be worse. Others could view a long prison sentence as an occupational hazard.
