It is this part of the relevant law that I am seeking to have clarified as it just simply cannot be true.
I agree - this is inconceivable. More to the point, I would ask why they bother taking photos if "say so" is enough. Clearly it isn't (even if the law says it is), otherwise the hassle and expense of the photo would be avoided.

Well, I paid the fine today. Sorry but I felt it important to admit that to the group.
Bastards. Truth be known, they get paid to deal with beurocracy and we don't. $100 seems like good value compared to the cost of dealing with the court system.
