What do you call those dancing, moving GIF files that everyone attaches to posts? Where do I find them and how do I use them?

I make my own.
 Do a Google search for "GIF Construction Set", where you can download an evaluation version of the software.

< -------- Animated Gifs have been around for ages ( just ask Al Gore, he invented them with the Internet ) Basically frames put together to make an image. If they are resized or manipulated, they loose their animated function...
