Well, "cheap" is relative of course, but quality ammunition in some larger and/or less-common calibers already costs between US$0.50-1.00 (or more) PER ROUND. Recreational shooting of anything but .22LR or perhaps 9mm is not widely considered an inexpensive hobby.
Among other defects with this ill-conceived serialization scheme is that, as I understand, "law enforcement only" ammo is not exempted, and even if it were, the manufacturers cannot afford to build and operate multiple production lines and distribution channels for the "marked" vs. "normal" product. The factory retooling would cost mammoth amounts. Hence most of them would abandon the California market entirely; thus leaving the entire ammunition demand base to resort to the black market, which is not exactly reducing crime or aiding tax revenues, is it?
