There you go...blaming the looters for looting and the rapist for raping. They never would have done this if GWB hadn't paid off the oil companies...or is it the other way around? Still, you can't reasonably expect local officials to develop emergency plans for the areas under their control...not when there are vacations to Las Vegas to plan. It is the federal government's responsibility to plan for and respond to all natural (and man-made) disasters all over the country. I mean, why should a city built between and below a river and a lake be responsible for protecting itself from flooding? It should be the responsibility of every taxpayer not living there...as the people who do can't be held accountable.

Interesting article.
I must say that I have been wondering why the reaction of the populace to this disaster is so dissimilar from that of the east coast black-out, 911, and various earthquakes. ..and I can't say that I disagee with the writer's conclusions.

Why is it racist and/or fascist to say that people who have had everything handed to them their whole lives do not feel responsible for their own misfortune?
I grew up in an extremely wealthy area. The kids who had mommy and daddy buy them a BMW did not feel responsible for the upkeep of their vehicles. I even went to high school with one kid who got bored with his Mustang so he crashed it into a brick wall. He knew this would "force" his parents to buy him a new car. Why doesn't this apply at the other end of the economic scale?

Nobody is going to provide you that data on this board. There is too much of it and this board is mostly concerned with emotionalism and not facts or logic. ![]() However, I too went to college and read quite a bit about the welfare state. While liberal in most regards, I do think that welfare is a dead end. Literally in some cases. That probably puts my college at odds with yours. Welfare as it is usually treated in this country is giving a man a fish, rather than teaching him TO FISH. You know the rest of the cliche. Pasture of the Commons and all that jazz.

Sorry that you feel that way about the article posted. I believe it shows a good example of just what is going on down there. Like it or not, it's what is happening. No one these days wants to be responsible for their actions ! I say Fuch em ! If this is the treatment given by non productive members of society by people who are trying to help/save them, shooting at people who are trying to do the right thing ! I think the author is correct in the sense that the people who remained are largely un-umpowered people.
I also think that welfare clearly erodes a persons sense of personal responsibility. But to lay blame at the feet of welfare for what happend it zeroing in on a small part of a larger issue. Merely taking away welfare would not suddenly empower individuals and send them out into the world as productive citizens. In conjunction with this, you need to provide people with realistic economic opportunitys for them to succeed. A mother with 4 kids is not going to be able to support them working in fast food restuarants. The author has an agenda. We all do, and thats fine. And I think its healthy to point out the role apathy and poverty played in the disaster. But his attack on welfare is a contrivance. EDIT: I did not see anything racist about the article.

I recall seeing video from cnn.com of people fighting in the Superdome last Monday long before the power went out, the roof opened up and the canals flooded.

NYC has families on welfare for 3 generations. Undergraduate pay scale has fallen 5% in general since 2000.
the party that uses the 1st group as part of it's base is going to be in a conundrum trying to relate to the 2nd group and their families. The party of the 2nd group may use these Census Bureau #'s to push for more long term growth and competitiveness. The point is that welfare is a voter base that distorts the welfare program.
